I *love love love* this idea. It's so eminently the Doctor to be unable to change the timelines . . . but go all Oncoming Storm on a race that's decided to be perpetrators. I think this is the most interesting and valid take I've seen on the subject.
I also love Jack's understanding of having been the Doctor's project. It's weird. Being somebody's project, I mean, not Jack having been the Doctor's. And it's hard to cross the line from "project" to a more normal relationship of some kind.
Although, if Jack was the project, I think that makes my friend AJ my Doctor. Which is . . . creepily apt, now that I think about it. Yikes.
