If my initial idea was phrased as a prompt, it would have looked something like this: "The Doctor and Donna visit a highly advanced and socially rigid alien civilization -- much like Gallifrey -- where the locals regard Donna as the Doctor's pet". As you can see, it shifted somewhat from that idea, but that was the beginning.
