The idea comes while the Doctor recovers from an interrogation drug.  Rose whispers a question; the Doctor mumbles a reply.

"When’s the Twelfth of Tyrshan?" Rose hisses.

"Dunno, sweetheart," Jack replies, "but I know who to ask."

"Happy birthday, Doctor," they chorus.

"It’s not--"

Jack points to a display whose glyphs he can't read.  "Twelfth of Tyrshan, right?"

The Doctor scowls.  "Can’t trust my own TARDIS…"

"Ready to unwrap your gifts?"

The Doctor pulls away the ribbons: lavender for Rose; blue to match Jack’s eyes.  Silken bathrobes fall open, exposing smooth flesh flushed with desire.  “Fantastic!”
